I'm assuming you set out some impatien plants and they aren't doing well. Impatiens normally grow very well in our climate. However, it's much too early to set them out in the garden. The probable reason they aren't happy is, the ground isn't warm enough and the evening temperatures are still dipping too low for them. In fact, they were probably frost bitten.
The best time to set out most bedding plants in this planting zone is from May 15th on.
